Browne Report and the Comprehensive Spending Review

This branch:

  • recognises that further and higher education create wealth for the economy - estimated at over £60bn for the UK - and that the United States, France, Germany, India and China are all investing in their education systems;
  • considers that we cannot afford the economic and human cost of weakening our education system.

This branch:

  • condemns the proposals of the Browne Review and the acceptance of these proposals in the government’s Comprehensive Spending Review;
  • recognises that what is being proposed is not just a massive attack on higher education, which faces a funding cut of 40%, but also the privatisation of higher education;
  • recognises that government plans are unprecedented in the scale of the attack on education, other public services and the welfare state.

This branch:

  • welcomes the initiatives taken by the trade union movement in beginning to develop a campaign of opposition to the cuts in public sector funding, jobs and services;
  • calls on UCU to work closely with other trade unions to coordinate the campaigning activities and industrial action that will be necessary to defend jobs and services;
  • resolves to support the demonstration called by UCU and the National Union of Students for 10 November in defence of education.
